It's probably a good idea to be more specific with the boats and scenery that is going to be used, not maybe this or maybe that. If you use a boat the other users don't have installed they will not be able to see your boat. If you use a scenery the other person doesn't have, they will be out in the open sea. It may also pay to show exactly what your boat folder names are, sometimes people change boat names for some reason and they need to be exactly the same.

I will be in the RMS queen Elizabeth, also on the VS library. search for VS library on google. not the hangsim library. It will start at 2:00 est.

Can't work that way. The IP you give is only your internal router IP and has nothing to do with the outside world. Check the IP you have to use for instance here ---> http://www.whatismyip.com/

You IP is the internal LAN IP, try this: http://www.ip-adress.com/IP_adresse/
